Florida has strong laws regarding public records (Statutes 119) and open meetings (Statute 286).  We group these two statutes  together and call these The Sunshine Laws. 

 

 
Questions to ponder:

 

1. Is a computer file the same as a piece of paper?  In other words, can one replace the other as a complete record?  Or is an electronic record, a WORD document, for instance, a unique record because it contains an audit trail, fingerprints of creation, modifications and users?  Perhaps the public records laws need an update to include new technologies?
